Administration (Office of) Reorganization

This proposal is a result of a recent decision by the Department to reorganize the Field administrative resources functions and realign the human resources functions under the Office of the Deputy Assistant Secretary for Human Resource Management. Buyouts - 2007 FPM and OCIO

Voluntary separation incentive payments (or buyouts) in the Office of Field Policy and Management (FPM) and the Office of the Chief Information Officer (OCIO), as a result of a need to establish a plan that would allow HUD to reshape the agency and continue to improve upon the Human Capital Management initiative outlined in the President´s Management Agenda. FPM has been allocated up to 96 buyouts and OCIO has been allocated 25 buyouts. The buyouts will be offered from April 23, 2007 to May 11, 2007. Employees must agree to separate from the Department on or before May 31, 2007.

CPD and Admin Service Level Agreement

Detail of 5 bargaining unit employees from CPD to Office of Admin for 120 days to fulfill requirements of the Service Level Agreement between the two areas. These five employees will be part of the SLA pilot that promises to provide timely and efficient support services to the Office of Admin end users. Proposed date of the move is March 15

ePerformance was bargained in 2007 for several program areas, and bargained again when rolled out to all of HUD. This Supplement replaces Supplement 81, and covers the implementation of ePerformance and SMART standards for all AFGE bargaining unit employees. FPM Operating Protocols

Mgmt's intent to implement five new operating protocols. RDs and FODs will have the ability to manage key operational and administrative functions in the field. 1) Discipline of outstationed employees; 2) Substantive participation by the Regional Directors and Field Office Directors in rating field Program Directors; 3) Assignment of work related to Secretarial Initiatives; 4) Concurrent wavier authority for Regional Directors; and 5) Enhanced regional management of hiring and administrative funds.

FPM Reassignment
