In accordance with Article 5, Section 4 of the HUD/AFGE Agreement, this memorandum relates to Handbook 3205.1, HUD Continuity of Operations (COOP). COOP is necessary to ensure that the Agency will continue to perform its essential functions in emergency situations. Please submit any preliminary proposals related to the impact of the implementing this handbook within 10 calendar days after receipt of this memorandum.

2. Summary:

 

The HUD Continuity of Operations (COOP) Handbook provides policy and guidance to managers, supervisors, and staff on the development and updating of COOP Plans that are required of each Federal department and agency. It implements the provisions of Presidential Decision Directive 67 (Enduring Constitutional Government and Continuity of Government Operations), and Federal Preparedness Circulars (FPC) 65 (Federal Executive Branch Continuity of Operations), FPC 66 (Test, Training, and Exercise), and FPC 67 (Acquisition of Alternate Facilities for COOP). The Handbook provides detailed guidance on the HUD Continuity of Operations program that will enable the Department to continue to perform its essential functions under all circumstances
