JULY 25, 2002
SENATE SUBCOMMITTEE TESTIMONY-THE DAY AFTER

On Wednesday, Council President Carolyn Federoff testified before a Senate Subcommittee about HUD's human capital crisis. Federoff expressed HUD employees' frustration with staffing cuts and contractor increases. She asked Congress to support immediate staffing increases. "As stewards of the public trust, we do not want to hear 'it can't be done', or 'we have deficit budgets'. It can be done. The money is already being spent--spent on contractors...We need you to stop working with HUD to play smoke and mirrors with the budget."

Other witnesses at the hearing included Deputy Secretary Alphonso Jackson and GAO Director Stan Czerwinski.

The Communication Committee posted Carolyn Federoff's written testimony on July 23rd. We just posted the oral testimony and know you will want to read it. Click this link to go directly to Council homepage and the oral and written testimonies: http://afgecouncil222.tripod.com.

A message to you from President Federoff:

"The council is an affiliation of 40 HUD AFGE Locals. Working together, we focus on issues of importance to HUD employees nationwide. We are a democratic organization; Local members elect delegates to the Council, and the Council Executive Board meets monthly to set our direction and priorities. Our 40 HUD AFGE Locals are the backbone of the Council. We rely upon the input and energy of Local members. I would like to thank our members for their contribution to the research that made Wednesday's testimony possible".
