On Wednesday, Council President Carolyn Federoff testified before a Senate Subcommittee about HUD's human capital crisis. Federoff expressed HUD employees' frustration with staffing cuts and contractor increases. She asked Congress to support immediate staffing increases. "As stewards of the public trust, we do not want to hear 'it can't be done', or 'we have deficit budgets'. It can be done. The money is already being spent--spent on contractors...We need you to stop working with HUD to play smoke and mirrors with the budget."
Other witnesses at the hearing included Deputy Secretary Alphonso Jackson and GAO Director Stan Czerwinski.
